E-hüpe: first call for applications for the digitisation of the construction sector opens

The first call for applications for e-leap (e-hüpe in Estonian) in construction has opened, supporting the development and deployment of innovative digital solutions in the construction sector. The programme has a total volume of €4.5 million.

“The construction sector is one of the most important sectors in Estonia, employing ten percent of the workforce. The development of the construction sector has an impact on the whole Estonian economy and living environment, and digitalisation is one of the inevitable developments to ensure the sector’s viability. I am very pleased that we can open a support programme for the development of digital products and work processes in the sector. There is a great interest in innovative solutions in the sector and I believe that this will extend Estonia’s success story as a digital society,” said Minister of Economic Affairs and Infrastructure Riina Sikkut.

“Thanks to new technologies, the construction sector is currently undergoing major changes, touching the entire life cycle of a building, from planning to demolition. For example, how buildings are designed, how work is done on the construction site or what can be done with building automation,” added Ivo Jaanisoo, Vice Chancellor for Construction. “With the e-Building Support Programme, we can help the sector to make a much-needed leap forward, and at the same time, the range of services offered on the e-Building platform developed by the Ministry will be expanded.”

According to Marge Kõiva, Head of the Lifelong Learning and IT Development Unit at the State Support Services Centre, the e-learning support is intended for all private and public sector representatives involved in the construction sector who are developing innovative construction digital products or wish to upgrade their work processes through existing digital solutions. “Support can be applied for both for the development of innovative digital solutions based on the e-Build platform and for stand-alone innovative digital solutions, as well as for prototyping and launching innovative projects in the construction sector,” said Kõiva. “The support can also be used for project-related training and applied research, as well as for product development activities and feasibility studies.”

The maximum grant will be €200 000, with a maximum grant rate of 50%. Applications for the first round can be submitted via the e-subsidy environment of the National Support Services until 3 November.

The whole programme will run until the end of 2025, with calls for proposals twice a year. Funding for the support programme comes from the European Resilience and Resilience Facility NextGenerationEU.
